Objective

To ensure high-level professional support and provide national academic leadership for the pre-primary, primary, secondary, special, adult and non-formal education and teacher education and training system.

Functions

To initiate, design and develop pre-primary, primary, secondary, adult and non-formal education and teachers education and training subsectors policies and frameworks, including qualifications and assessment frameworks for those levels;
To coordinate intergovernmental relations within the subsector for quality development of pre-primary, primary, secondary, adult and non-formal and teachers education and training;
To oversee and issue standards and guidelines on all matters related to curriculum development and learning assessments;
To oversee compliance with laws, regulations and standards in the provision of pre-primary, primary, secondary, adult and non-formal and teachers education and training;
To evaluate credentials of applicants for teacher’s certificate, to verify that the certification of teachers is in accordance with established standards;
To formulate guidelines and standards for public private partnership in the provision of Basic Education;
To monitor and advise on the distribution and management of public school funds;
To advise on the development of Library Resources and Services;
To issue common standards for school calendars and schedules and require all schools, government and non-government to adhere to such standards;
To develop and implement a Student Unit Cost framework;
To prepare and recommend standard forms for schools and centres providing pre-primary, primary, secondary and adult and non-formal education;
To provide Ministry’s interfaces with and responses to Regional and International education and training matters;
To prescribe procedures for evaluating instructional materials submitted by publishers and manufacturers in each adoption; and
To issue Education Circulars to sanction decisions made by the Office of the Commissioner of Education in respect of pre-primary, primary, secondary, and adult and non-formal and teacher education.
The Division will be led by a Director and will have three (3) Sections as follows:-

Basic Education Policy Development Section;
Basic Education Teacher’s Training Section; and
School Accreditation Section 
 

Basic Education Policy Development Section

This Section will perform the following activities:-

Provide inputs for development of pre-primary, primary, secondary, adult and non-formal education policies, legislations and guidelines;
Provide inputs for the development of pre-primary, primary, secondary, adult and non-formal education curriculum;
Prepare, analyse and upload data to the ESMIS and open government partnership portal related to the section in accordance with the agreed work flow and protocol;
Conduct research on issues pertaining to pre-primary, primary, secondary, adult and non-formal education;
Provide guide for talent development; and
Prepare and submit periodic report as required.
This Section will be led by an Assistant Director

Basic Education Teacher’s Training Section

This Section will perform the following activities:-

Facilitate operationalization, monitor, evaluation and advise the implementation of the Education and Training Policy and instruments with respect to pre-primary, primary, secondary, special, adult and teachers training;
Provide inputs in developing various education policies and instruments on pre-primary, primary and secondary as well as special and adult education teachers;
Prepare and submit progress reports on pre-primary, primary and secondary as well as special and adult education teachers education to inform policy development processes;
Provide guide for talent development; and
Initiate, develop, put in place or promote programmes for sustainable Tutors professional development and collaboration between the teachers training subsector, industry and businesses.
This Section will be led by an Assistant Director.

School Accreditation Section

This Section will perform the following activities:-

Initiate and develop guidelines, standards and other instruments on minimum requirements for establishment of schools or education centres;
Cause any proposed school or centre to be inspected to verify if it meets minimum standards;
Scrutinize applications for the nature of the ownership and establishment of schools or centres;
Prepare and issue certificates of registration of eligible schools or centres;
Maintain and up-date a register of all schools, centres and teachers;
Deregister schools, centres or teachers which have failed to keep up to the requisite standards of a quality; and
Prepare and submit periodic reports to the Commissioner of Education.
This Section will be led by an Assistant Director
